Smart Regulation: the Regulatory Approach Choice of Civil UAV Enterprises

国内民用无人机发展前景广阔,随着无人机软硬件技术的不断突破,相关服务体系也逐渐完善,最终形成一套完善的产业链。基于大数据及"放管服"背景,受"技术黑箱"和"政策黑箱"的影响,加之不当的"企业影响",相关部门监管民用无人机企业出现失序。分析监管失序的内在机理,并探讨无人机企业建立智慧监管机制路径以消解无人机"炸机"风险。

The development prospect of domestic civil uav is broad. With the continuous breakthrough of uav hardware and software technology, the relevant service system has gradually improved, and eventually a complete set of industrial chain has formed. Based on large data and ‘the pipes suit’, departments supervision of civil uav enterprises appear regulatory disorder by the influence of the ‘policy black box’ and ‘technical black box’ and combined with ‘improper business impact’. This paper analyzes the inherent mechanism of regulation disorder, and probes into the path of ‘smart regulation’ uav enterprise and establishing smart regulation mechanism to eliminate the risk of uav ‘frying machine’.
