全要素区域创新网络视角下老工业基地产业升级路径研究

On the Industrial Upgrading Accesses of Old Industrial Base Cities in the Perspective of an All-factor Regional Innovation Network

老工业基地城市在新常态中面临更加严峻的产业升级挑战,应从微观层面改革突破,从要素层面加速创新产生,提升自下而上的创新动力,通过构建全要素区域创新网络重塑地区产业升级的微观基础。洛阳市的实践案例表明,老工业基地城市可在整合、共享产业要素的基础上,构建产业互联网体系,提升要素重组效率,加速各类创新产生的有效性,形成"全域孵化"的创新格局,从而支撑产业升级,推动老工业基地成功转型。

Old industrial base cities are facing more severe industrial upgrading challenges in the new normal.They must reform on micro-level,accelerate innovation based on the industry factors,enhance the bottom-up innovation activity,and finally rebuild the micro foundation of the industrial upgrading by constructing an all-factor regional innovation network.The practice of Luoyang city shows that the old industrial base cities can build industrial internet systems,improve the efficiency of factor restructuring,accelerate the validity of the generation of innovation on various levels and form an innovative pattern of"global incubation"based on the integration and sharing of industrial factor resources.Only by adopting these methods,can the industrial upgrading be sustained and the old industrial base cities be transformed successfully.
