摘要 新疆生产建设兵团肩负着维稳戍边的重要使命,是边疆生态安全的重要力量。维护和保障兵团水资源安全是促进兵团生态文明建设和可持续发展的迫切需要。本文运用PSR模型和熵值法,通过对兵团水资源安全状况进行评估及其制约因素分析研究,认为兵团水资源生态安全级别较低,但总体趋于好转上升态势;各师水资源生态压力、状态和响应指数呈空间离散性;兵团水资源安全状况主要受农田水利投资、万名职工拥有科技人员数、城镇发展水平、产业结构及人口规模等主要因素制约。提升兵团水资源生态安全关键在于落实最严格水资源管理制度、着力推动科技创新、加强水利设施建设、调整产业结构、保持适度人口规模五个主要方面。 Xinjiang Production and Construction Corporation(XJPCC)shoulders the important mission of maintaining stability and defending the frontier,and is an important force in the frontier ecological security.Maintaining and safeguarding the water resources security in the Corporation is urgent in promoting the ecological civilization development and the sustainable development of XJPCC.Using the PSR model and the entropy method,this paper assesses the water resources security status quo of the Corporation and analyzes its constraints.The results showed that the security level of the XJPCC is low,but the overall trend tends to be improving.The pressure,status and response index of each Division's water ecological security are spatially discrete.The state is constrained by major factors such as farmland water conservancy investment,the number of scientific and technical personnel owned by 10,000 employees,and population growth.The key to improving its security lies in five aspects---the implementation of the most stringent water resources management system,promotion of science and technology,construction of water conservancy facilities,adjustment of the industrial structure,and control of a moderate population.
