论我国以人民为中心的养老服务体系之构建

On the Construction of a People-centered Pension Service System in China

坚持以人民为中心是党的十九大确立的我国发展新的指导思想和方略,也是建立和完善我国养老服务体系必须坚持的重大原则。本文在提炼总结我国建立和完善以人民为中心的养老服务体系的理论依据的基础上,分析我国养老服务体系建设的现状和存在的问题,提出发挥国家的顶层设计、引领和扶持作用;促进社会力量参与和支持建设;强化家庭赡养的承担和保障功能;探索可持续的"居家养老"和"乡村养老"模式等措施,建设和完善我国养老服务体系的总体思路。

Adhering to people-centered development is the new guiding ideology and strategy for China’s development established by the Nineteenth National Congress of the CPC, and is also an important principle that must be adhered to in the establishment and improvement of China’s pension service system. By refining and summarizing the theoretical basis of establishing and improving the people-centered pension service system in China, this paper analyses the current situation and existing problems of the construction of the pension service system in China, and puts forward measures such as giving full play to the top design, leading and supporting role of the country, promoting the participation and support of social forces, strengthening the undertaking and safeguarding function of family support, and exploring sustainable “home-based pension” and “rural pension” model to build and improve the overall thinking of China’s pension service system.
