Border Local Government Diplomacy in the Context of the Belt and Road Initiative

地方政府外交随着全球化的发展日趋活跃,我国的地方政府外交与改革开放有密切的联系。"一带一路"倡议是我国推动对外开放的新的战略谋划,标志着改革开放事业进入了新的阶段,为边疆地方政府参与周边交往提供了巨大的机遇,而"一带一路"的经济外交内涵,更符合地方政府在对外交往中所应该表现出来的特质。边疆地方政府由于其得天独厚的地缘优势,国家政策的重点支持产生的政策优势,跨界民族产生的民间交往优势等,更容易在地方对外交往中大显身手。边疆地方政府应该积极适应"一带一路"新形势,在"一带一路"建设背景下做好地方政府外交的充分准备,为"一带一路"建设事业做出贡献。

Local government diplomacy is increasingly active with the development of globalization, and China’s local government diplomacy is closely related to China’s reform and opening up policy. The Belt and Road Initiative is a new strategic plan for China to promote opening up. It marks a new stage in China’s reform and opening up drive, providing huge opportunities for border local governments to participate in the international exchanges in the border region. The economic and diplomatic connotations of the Belt and Road Initiative are more in line with the characteristics that local government diplomacy should display. Due to its unique geographical advantages, the policy advantages created by the key support of state policies, the advantages of folk exchanges generated by cross-border ethnic groups, etc., it is easier for border local governments to show their strengths in local foreign exchanges. Local governments in border areas should adapt themselves to the new situation, make full preparations for their local government diplomacy, and make contributions to practice of the Belt and Road Initiative.
