摘要 澳大利亚是世界上为数不多的不对农业保险进行政府补贴的国家之一,澳洲农业保险因坚持市场化承保农业风险而体现出清晰的市场边界,澳洲政府则致力于弥补"市场失灵"提供以巨灾风险管理为核心的农业风险管理政策,并通过政策组合积极干预农业保险发展。通过考察澳洲农业保险的制度特点,总结澳大利亚农业保险制度的市场边界和政府干预措施,为高效发展我国农业保险提供经验借鉴。
