全球治理转型背景下的中国互联网企业国际化问题研究

Study on the Internationalization of Chinese Internet Firms:In the Context of the Transformation of Global Governance

世界正在发生着重大转变,新兴经济体参与全球治理能力不断加强,网络空间不断扩展,旧的规则正在解体,新的规则尚未形成,全球治理正在由"西方国家主导"转向"西方国家、非西方国家以及其他各类治理主体合作型治理"。构建"人类命运共同体"是中国提出的全球治理"中国方案",但面临诸多严峻挑战。互联网企业代表着中国企业最新发展方向,在过去20多年里取得了快速的发展,已经产生了一批具有明显中国创新特征的跨国公司及独角兽企业。本文通过探讨进入21世纪以来全球治理格局的转变和中国方案面临的挑战,提出中国互联网企业通过国际化发展可以成长为新型全球治理重要的参与者,并通过研究中国互联网公司国际化动因和路径,探讨作为新型全球治理主体之一的中国互联网企业的国际化如何促进全球治理转型中"中国方案"的实现。

The world is witnessing great changes with the deepening involvement of the emerging economies in global governance and the ever-expansion of the cyber space. The old rules in global governance are melting away, but the new rules are yet to be established. Global governance is undergoing a transformation from “being led by western powers only” to “the joint governance by western powers, non-western powers and other stakeholders”.“Constructing a community with a shared future for mankind” is the latest proposal by the Chinese government to the world, which is widely considered as a China plan. Its implementation on the global stage is still facing some major challenges. The Chinese internet industry has gained fast development over the past 20 years, and has resulted in the emergence of a number of large-scale Internet-based MNCs as well as new unicorn companies. This article discusses the changes in global governance since entering the new century and the challenges posed for the implementation of the China plan. It proposes that the fast-internationalizing Chinese Internet firms have the potential to become one of the main actors for the new type of global governance. By studying why and how Chinese Internet firms internationalize themselves, the article explores the role that Chinese Internet firms’ internationalization plays in helping make the China plan a reality in the world.
