粤港澳大湾区城市群建设的优势、瓶颈与路径研究

粤港澳大湾区的形成,是40年改革开放积累的成果,是中国社会由政策开放走向制度开放的自然选择,也是由外向型经济走向开放型经济的必然路径。构建粤港澳大湾区城市群,既是粤港澳区域经济社会文化自身发展的内在需要,也是国家区域发展战略的重要支撑点,是国家借助港澳国际窗口构建开放型经济新体制的重要探索,是丰富和发展一国两制实践的重大理论与制度创新。以国际三大湾区为主要参照系,对标分析粤港澳大湾区形成的背景与条件,探讨粤港澳大湾区建设的优势、瓶颈与对策建议。

The formation of the Guangdong-Hong Kong-Macao Bay Area is the result of reform and opening up in the past 40 years.It is the natural choice for Chinese society to move from policy opening to system opening,as well as the inevitable path for export-oriented economy to open economy.It is an inherent demand for the development of regional economic and social culture,as well as an important support of the national regional development strategy.It is China’s attempt to build open economy via Hong Kong and Macao,as well as to enrich and innovate the practice of“one country,two systems”.This paper takes the three major bay areas in the world as the main reference system,analyzes the background and conditions forming the Bay Area,and discusses relevant advantages,bottlenecks and countermeasures.
