摘要
区际合作产业园区不仅能有效整合合作双方各自的优势,形成共赢的协同效果,也能深化和完善跨区域合作,促进我国区际协调可持续发展,因此引起了越来越多地方政府的重视。文章深入研究了区际合作产业园区发展的微观动力机制,比较分析了国内区际合作产业园区的主要合作模式,并以滨海-中关村科技园为例,深入探讨了其在京津冀协同发展背景下面临的四大困境。最后,从明晰发展思路、构建合作机制、转型开发模式、创新利用先行先试等方面提出了促进滨海-中关村科技园可持续发展的对策建议。
The inter-regional cooperative industrial parks can not only effectively integrate the respective advantages of the two sides,but also form win-win synergies between each other.They can also deepen and improve cross-regional cooperation,promote coordinated and sustainable development between regions in China.Therefore,it has increasingly attracted the attention of local governments.This paper makes an in-depth study on the micro-dynamic mechanism of the development of inter-regional cooperative industrial parks.Based on this,this paper would make a comparative analysis of the main cooperation modes of domestic inter-regional cooperative industrial parks.In the context of the coordinated development of the Beijing-Tianjin-Hebei region,Binhai-Zhongguancun Science Park has our major dilemmas:the long-term cooperation mechanism of benefit sharing and risk sharing in its development has not yet been improved,the traditional development model of local government leading land operations has not yet been escaped,the clear functions and industrial positioning have not yet been clarified,and the fierce market ciuiompetition in the neighboring regions has not yet eased.Lastly,this paper puts forward the countermeasures and suggestions to promote the sustainable development of Binhai-Zhongguancun Science Park from the aspects of precise target connection,construction of cooperation mechanism,transformation of development model,innovation and utilization.
