2003~2017年京津冀资源环境承载力评价——基于熵权法的13个城市面板数据研究 被引量:20

摘要 京津冀协同发展是国家重大区域战略之一,要实现区域内经济的高质量发展,就必须对该区域资源环境状况有科学的研判,构建涵盖经济社会发展、资源利用、环境保护的资源环境承载力评价体系,形成压力指数、支撑力指数,并得出承载力指数。对2003~2017年京津冀13个城市的20个指标的面板数据进行了承载力指数变化特点、趋势和规律分析。研究表明,过去15年京津冀总体资源环境承载状况缓慢趋好,呈现明显的两阶段特征;城市间及区域内差异明显,超大型城市和工业型城市资源环境过载突出;河北省内分化较为严重,呈现明显的三梯队特征。因此,强化顶层设计和政策落地执行,推动产业布局优化和协作,确立并严守区域生态红线,推动资源高效利用和环境深度保护,是实现京津冀地区生态文明的重要路径。 Coordinated development of the Jing-Jin-Ji Region has become a national strategy. The index system of resource-carrying capacity and environment,which include economic development,resource utilization and environmental protection,is established. It consists of the pressure and support index,and the carrying capacity index. The characteristics,trends and rules of the carrying capacity are carried out from the panel data on the 20 indexes of the 13 cities in this region during 2003-2017. The study shows that the resources and environment status is slightly better,but the differences between urban and some areas are obvious,and the overloading of super large cities and industrial cities is obvious. Strengthening the top-level design,setting the regional ecological red line as the boundary ,promoting the optimization of the industrial structure,the efficient utilization of resources and the protection of the environment enjoy great importance to realize the ecological civilization within this region.
