西南边疆地区社区治理能力提升探究

A Probe into Elevation of Governance Ability in Communities of Southwest Border Region

西南边疆地区社区治理能力,事关西南边疆地区民众福祉的改善增进,西南边疆地区对外营商环境的优化升级,以及西南边疆地区社会和谐的创建营造,是推进西南边疆地区社区治理适应时代发展要求的关键依托。为此,必须从社区的居民参与能力、服务供给能力、文化引领能力、依法办事能力、矛盾预防化解能力、信息化应用能力等六个维度,推进社区治理能力提升,推动社会治理重心向基层下移,从而促进西南边疆地区社区治理更好地适应新时代发展要求。

The governance ability in communities of southwest border region concerns to improvement/increase of well-being of local people, to optimization and upgrading of local external business environment and to creation/construction of a harmonized society in local region and is a crucial standing point to boost community governance in southwest border region to adapt to requirements of epochal progress. Therefore, it is a must to boost the elevation of governance ability in communities of southwest border region, to promote the barycenter of social governance to shift to social basic layers, and thus to facilitate communities in southwest border region to better adapt to requirements of development of the new time, in such six dimensions as the participating ability of community residents, the ability to supply service, the ability to lead cultural development, the ability to administrate ipso jure, the ability to prevent and defuse conflicts and the ability to apply information etc.
