边境安全视角下中国与东盟反恐警务合作

On China-ASEAN Counter-terrorism Policing Cooperation:A Perspective of Border Security

中国与东盟之间的反恐警务合作亟待从边境安全方面加强,以阻隔恐怖分子出入境与回流。中国与东盟反恐警务合作具备了一定的法律基础,由于边境地区地势复杂、出入境与移民管制漏洞等障碍。应以"湄公河联合执法"为蓝本,推进边境地区联合执法;增强公共产品输出,打造资源共享型边境安全;加强边境地区流动人口管理的合作,维护边境秩序;实现出入境信息共享,预防恐袭事件发生;联合打击相关跨境犯罪,助力反恐警务合作。

China-ASEAN counter-terrorism policing cooperation calls for reinforcement of border security in an effort to prevent terrorists from entering and leaving the countries.There is certain legal foundation for China-ASEAN counter-terrorism policing cooperation.The complex landscape in the border areas gives rise to be immigration and immigration control loopholes,which turn to be a barrier for cooperation.Therefore,efforts need to be made to take"Mekong joint law enforcement"as the blueprint and move along joint law enforcement in the border areas,enhance output of public goods,build resource-sharing border security,strenthen cooperations in the management of the floating population in the border areas to safeguard peace,stability and order in the border areas,implement immigration information sharing to prevent terrorist attacks,and jointly crack down on related cross-border crimes to promote counter-terrorism policing cooperations.
