市政公园品质建设之行政策略探析——以深圳香蜜公园为例

The Exploration and Analysis of Administrative Strategy of Municipal Park Quality Construction——Illustrated by the Example of Shenzhen Honey Park

市政公园由政府投资建设和管理,恪守了公益性质,也因政府供给系统不平衡、不充分发展,影响到综合品质提升。近年来,城市绿化管理部门进行了多种探索,如采用代建制、EPC(Engineering Procurement Construction)工程总承包、设计竞赛、社会化监督、公众参与等,推动了市政公园品质建设。以深圳市香蜜公园为例,立足行政策略的视角,关注市政公园孕育、诞生、生长的全生命周期,从提高政府投资效能、发挥公共产品社会功效的层面出发,研究在创新的建管模式下,提升市政公园综合品质的行政策略,为中国市政公园建设和运营管理理论研究提供更多的视角和素材。

The municipal park is invested,constructed,operated and managed by government.It adheres to the nature of public benefit.It also restricts the improvement of comprehensive quality due to the limitations of internal management and the unbalanced and inadequate development of government supply system.In recent years,the urban greening management department has carried out various explorations,such as the use of EPC(Engineering Procurement Construction)engineering overall contract,design competition,agent construction system,social supervision,and public participation,and has promoted the quality of the municipal park in stages.This paper takes Shenzhen Honey Park as an example,starts from the perspective of administrative strategy,pays attention to the whole life cycle of the gestation,birth and growth of municipal parks,and studies the improvement of the overall quality of municipal parks from the perspective of improving government investment efficiency and exerting the social effects of public goods.The administrative strategy and the path of sustainable development provide more practical references for China's municipal park management theory.
