创新地铁联勤共建共享机制的实践与思考

The Practice and Refection on Mechanism Innovation of the Co-construction and Sharing in Metro Combined Service

目前国内外治安反恐面临严峻形势,广州警方在打造国际最安全城市的进程中,把维护地铁公共安全作为重点任务,在实战中摸索出了地上地下联勤防控一体化的工作模式,包括日常联合防控常态化、应急联动合成化、通信联络顺畅化、警情联报扁平化、情报联通高效化等工作机制。但联勤防控一体化模式在部门协作、安全理念、安全教育等方面还存在一些问题,为此,应从政治站位、技术投入和全民动员等方面改进加强,争取提高站位、密织一张多部门一体化联防网,技术防控、搭建智慧预警系统和"一键式"全网报警系统,广泛动员、共筑社会协同和全民参与轨道交通风险防控的坚实城墙。

At present,the situations of security and counter-terrorism at home and abroad are serious.In the progress of building the world’s safest city,Guangzhou police sets up the major target to maintain the public security in metro and explores in practice an integrated working mode of combining the services both above and below the ground.The working mechanism is made up of the combined control routine,the jointly rapid response,the effective telecommunication,the flat structure of alarm reports system and the efficient intelligence connection.Still,there are some defects in the integrated mode of combined service involving the department coordination,safety concept,safety education,etc.Therefore,the political realization,technology investment and civil mobilization must be strengthened.An integrated prevention network involving multiple departments should the created by deepening the realization.A smart warning system and instant alarming system should be created by control technology.A solid city wall should be built by social coordination and civil involved risk control of rail transit by wide mobilization.
