公众参与是实现民主治理的政治手段,完善公众全过程参与政府的绩效评估,有利于实现政府的服务水平和管理水平的提高以及公众对政府的信任感和满意度。中国部分城市经过不断探索与完善,形成了以"公民导向"的政府绩效评估模式,在社会综合治理上取得了一定的成效,但仍然面临着一系列的新挑战。通过对公众参与整个系统流程进行全面梳理,分析了目前公众参与所面临的困境,在社会治理体制下给出了公众全过程参与政府绩效评估的路径。
