山地小城镇控制性详细规划与管理研究——以云南省盐津县水田新区为例

Research on Regulatory Detailed Planning, Construction and Management of Small Towns in Mountainous Areas——A Case Study of Shuitian New District in Yanjin,Yunnan Province

云南省作为山地特征较明显的西部省份,山地城市周围的地形地貌条件极其复杂,空间生长不同于平原城市,因而山地城市其城市规划建设与管理相较于平原城市更难以把控。随着市场经济不断发展,多方利益主体之间的强烈博弈加剧了规划管理部门的工作难度,尤其是规划编制较落后、城市建设水平不高的县级城市。从控制性详细规划层面出发,通过对山地小城镇控制性详细规划的现状与存在问题进行简要分析,力图从指标控制、竖向设计和生态景观层面入手,对地理环境复杂的山地小城市的规划管理进行思考,为城市建设提供更具合理性的管控指导。

Yunnan province is a mountainous and distinctive Western Province,mountainous terrain conditions around the city is extremely complex, the growth space is different from plain city, city and mountain city planning construction and management of the city compared to the plain is more difficult to control. With the continuous development of the market economy, a strong game between stakeholders intensifies the difficulty of the work of planning and management, especially planning is relatively backward, county- level city city construction level is not high. This paper attempts to proceed from the detailed planning control planning level, through the brief analysis of the current situation of mountain of the detailed planning of small towns and problems, tries to control index, vertical design and ecological landscape in the complex geographical environment of small mountainous city planning management for further thinking, provide more reasonable control guidance for the city construction.
