开展土地流转促进烟叶生产规模化探析——以广西德保县燕兴烤烟种植专业合作社为例

Discussion on promoting the scale of tobacco production by land circulation——A case study of Yanxing Flue-cured Tobacco Planting Cooperative in Debao County,Guangxi

由于田块分散,不利于机械化作业和专业化服务开展,造成烟农生产管理成本增加,严重制约当前烟叶规模化生产的进程。通过土地流转的形式,对农田进行统筹规划,恰是开展烟叶规模化生产的首要瓶颈。文章以德保县燕兴烤烟种植专业合作社为例,分析燕峒村烟农生产现状,探索烤烟种植专业合作社土地流转运作模式,提出以"党支部+合作社+农户"为载体,以合作社为主体,整合土地资源,开展土地流转,发挥规模化种植效益的专业合作社土地流转运作模式,以促进烟叶生产健康持续发展。

Due to the dispersion of fields,it is unfavorable to mechanization and specialized service,which results in the increase of management cost of tobacco farmers,which seriously restricts the process of largescale production of tobacco leaves at present.Through the form of land circulation,the overall planning of farmland is the primary bottleneck of tobacco scale production.Taking Yanxing Flue-cured Tobacco Planting Specialized Cooperative in Debao County as an example,this paper analyzes the present situation of tobacco production in Yantong Village,probes into the land circulation operation mode of the specialized Tobacco Planting Cooperative,and puts forward the idea that“Party branch+cooperative+farmer household”should be used as the carrier.Taking the Cooperative as the main body,integrating land resources,developing land circulation and bringing into play the benefit of Large-scale planting Land circulation operation mode of industrial cooperatives to promote the healthy and sustainable development of tobacco production.
