摘要
三线建设是新中国经济史上一场以战备为指导思想的大规模国防、科技、工业和交通基本设施建设,是逐步改变我国生产力布局的一次战略大调整。重庆地区作为三线建设中最大的中心城市,内迁职工在环境适应、工资奖金、劳保福利及生活物资供应标准等方面存在诸多问题,重庆市根据企业的内迁情况逐步调整标准,并按照"先安后迁"的原则灵活解决内迁职工的社会生活问题。与此同时,重庆市通过采取走群众路线、树立典型等措施对内迁职工进行思想教育,使内迁职工不断适应迁入地区环境,增强环境认同感,从而提高了内迁职工的生产积极性,保证了重庆地区三线建设的顺利开展。
The third front construction was a large-scale national defense, science and technology, industry and transportation infrastructure construction guided by war readiness in China’s economic history after the founding of New China and was a strategic adjustment to gradually change the distribution of productive forces in China. As the largest central city in the third front construction, Chongqing had many problems in environmental adaptation, wages and bonuses, labor insurance benefits and living material supply standards. The Chongqing gradually adjusted according to the interior relocation of enterprises and flexibly solved the social life problems of the relocated workers in accordance with the principle of “resettle first and move afterwards”. At the same time, Chongqing had taken measures, such as taking the mass line and setting up typical examples to educate the employees relocated to Chongqing in ideology, so that they could adapt to the local environment and enhance their sense of environmental identity, improve their production enthusiasm and ensure the smooth development of the third front construction in Chongqing.
