《湖南省乡村教师支持计划实施办法》的政策认同与实施情况——基于全省14个市州的1284份问卷的分析

Policy Revognition and Implementation of the Implementation Measures of Hunan Rural Teachers Support Program: An Investigation Based on 1,284 Questionnaires from 13 Cities and 1 Autonomous Prefecture in Hunan Province

《湖南省乡村教师支持计划(2015-2020年)实施办法》(以下简称《实施办法》)于2015年12月印发。研究通过对湖南省14个市1284名教育工作者进行问卷调查,分析《实施办法》实施情况。调查发现现阶段教师对《实施办法》知晓度和理解度较低,但对其认同度很高。乡村教师对现阶段《实施计划》的成效比较满意。他们认为,在落实过程中,资金的短缺、政府部门之间的相互协调、政策实施的持续性、《实施办法》文本内容不够明确,是《实施办法》在落实过程中的主要障碍。据此提出五条建议:加大宣传力度,保证公众参与;针对实际情况,制定实施细则;保障经费投入,提高教师待遇;加强府际合作,提高实施效率;建立动态监管机制,保障实施成效。

The Implementation Measures of Hunan R ural Teachers Support Program (2015 - 2020)(hereinafterreferred to as the Implementation Measures) was issued in December, 2015. Through the questionnaire survey of1,,284 educators in 13 cities and 1 autonomous prefecture of Hunan Province, the implementation measures were ana-lyzed. The survey found that teachers had a low awareness and understanding of the implementation measures, but hada high revognition of them at this stage. Rural teachers are quite satisfied with the effect of the current implementationplan. They believe that the shortage of funds, the in-coordination among government departments, the sustainabilityof policy implementation, and the lack of clarity in the text of the implementation approach, are the main obstacles inthe implementation process. Based on this, five suggestions were put forward: to increase publicity efforts to ensurepublic participation;to formulate detailed implementation rules in light of the actual situation;to ensure funds inputand improve the treatment of teachers;to strengthen inter- governmental cooperation and to improve implementationefficiency;to establish a dynamic monitoring mechanism to ensure the effectiveness of implementation.
