东三省现代化经济体系构成与优化策略研究

Composition and Optimization Strategy of Modernization Economic System in the Three Northeastern Provinces of China

本文以十九大精神为理论武器,结合东三省经济发展实际情况,深入研究东三省现代化经济体系构成与优化策略。首先从产业体系子系统、动力体系子系统和保障体系子系统三方面对东三省现代化经济体系的基本构成进行系统性探讨,然后对2009—2016年东三省现代化经济体系的发展现状进行分析,最后基于靶向、精准及深化改革等原则,从完善东三省现代化经济体系创新基础设施建设、完善市场经济的建设步伐、建设东三省现代化经济体系创新资源高效配置的创新生态系统,以及建立促进东三省现代化经济体系发展的政策保障机制等方面提出优化东三省现代化经济体系的相关策略,以期为推动东三省现代化经济体系建设提供一定的参考。

This paper takes the spirit of the 19th national congress as a theoretical weapon,and combines the actual situation of economic development in northeast China to study the composition and optimization strategies of the modernization economic system.First,this paper systematically discusses the basic composition of modernization economic system in the three provinces from three aspects:industrial system subsystem,power system subsystem and security system subsystem.Then it analyzes the current development of modernization economic system in the three provinces during 2009-2016.Finally,based on the principles of targeting,precision and deepening reform,this paper proposes the relevant strategies to optimize the modernization economic system of three provinces:improving the infrastructure construction of modernization economic system,perfecting the pace of market economy construction,building the innovative ecology of the efficient allocation of the innovative resources of the northeast China,and establishing a policy guarantee mechanism to promote the development of modernization economic system in the three provinces.These can provide a certain reference for promoting the construction of modernization economic system in the three northeastern provinces of China.
