摘要
随着"全域旅游"模式的推广以及生态文明理论和《生态保护红线、环境质量底线、资源利用上线和环境准入负面清单"编制技术指南》文件的出台,如何在新形势下进行旅游规划环境影响评价值得我们思考。本研究分别解析了全域旅游以及生态保护红线、环境质量底线、资源利用上线、环境准入负面清单对规划环评的新要求,最终提出生态文明视阈下全域旅游规划环评的总要求,并为生态文明视阈下全域旅游规划环评提供了发展建议。
With the promotion of the comprehensive tourism model and the introduction of the ecological civilization theory and the"Technical Guidelines for the Ecological Protection Red Line,Resource Utilization On-line,Environmental Quality Bottom Line and Environmental Access Negative List",how to carry out the tourism planning environmental impact assessment under the new situation is worthy of our consideration.This study respectively analyzes the new requirements of the comprehensive tourism,ecological protection red line,resource utilization on-line,environmental quality bottom line and environmental access negative list to planning environmental impact assessment,and then proposes the general requirements of the comprehensive tourism planning environmental impact assessment under the perspective of ecological civilization.Finally it provides development recommendations for the comprehensive tourism planning environmental impact assessment under the perspective of ecological civilization.
