高校基层党组织的组织力对于强化党对高校的全面领导、加强高校党的建设、办好中国特色社会主义大学具有十分重要的意义。新时代地方高校基层党组织在提升组织力方面存在一些"短板",主要有组织作用弱化、功能意识淡化、队伍建设软化、管理制度形式化、工作落实虚化等问题。提升地方高校基层党组织组织力的措施有突出政治功能、构建组织文化、加强队伍建设、严格组织制度、创新工作方法等。

The organizational power of grass-roots Party organizations in colleges and universities is of great significance for strengthening the Party's overall leadership over colleges and universities,strengthening Party building in colleges and universities,and running socialist universities with Chinese characteristics.In the new era,however,there are some"short boards"for local colleges and universities grass-roots Party organizations in the promotion of organizational power,such as weakening of organizational function,dilution of functional consciousness,softening of team construction,formal management system,virtualization of work implementation.Measures to enhance the organizational power of grass-roots Party organizations in local colleges and universities are the following:to highlight political functions,to build organizational culture,to strengthen team building,to make strict organization system,to innovative working methods,and etc.
