京津冀生态环境联建联防联治机制研究

强化生态环境联建联防联治是推进京津冀协同发展的关键支撑。以新发展理念为指引,面对京津冀生态环境联建联防联治的重要方向与主要问题,要构建京津冀生态环境联建联防联治低碳创新机制,加快高质量发展;构建统筹协调机制,实现区域均衡发展;构建绿色发展机制,降低污染物排放强度;构建开放融合机制,增强中心城市辐射带动力;构建共建共享机制,吸纳多元主体参与治理。

Strengthening the joint construction, joint prevention and joint treatment of ecological environment is the key support to promote the coordinated development of Beijing, Tianjin and Hebei. Guided by the new developmental concept, this paper explores the important direction and main problems of the joint construction, joint prevention and joint treatment of the ecological environment in Beijing, Tianjin and Hebei, and proposes that we should build a low-carbon innovation mechanism to accelerate high-quality development, build an overall coordination mechanism to achieve balanced regional development, build a green development mechanism to reduce the intensity of pollutant emissions, and build an open integration mechanism to enhance the radiation power of the central cities, and construct co-construction and sharing mechanism to attract multiple subjects to participate in governance.
