摘要 文章提出京津冀协同保护大气环境的十大对策建议:协同制定保护大气环境战略;协同建立组织和政策形成机制,强化协同保护;协同推进环境信息公开和公众参与;协同立法,使京津冀协同保护大气环境有法可依;协同执法,统一环境执法标准;协同司法,统一三省区的环境司法标准;协同进行守法宣传,共同保护大气环境;协同强化机动车尾气排放的管控;协同管控"小散乱污"企业与农村燃煤;协同推进环境信息公开和公众参与。 Determining to solve the problem of air pollution in Beijing,Tianjin and Hebei is an important task of great concern to the Party Central Committee with Comrade Xi Jinping as its core.Accordingly,the author puts forward ten countermeasures and suggestions for Beijing,Tianjin and Hebei to coordinate the protection of the atmospheric environment.Firstly,we should work out strategies to protect the atmospheric environment;Secondly,we should establish a mechanism of organizational and policy formation and strengthen the protection of coordination;Thirdly,we should promote environmental information disclosure and public participation in a coordinated manner;Fourthly,we should legislate collaboratively,so that it has legal basis for the coordinated protection of the atmospheric environment in Beijing,Tianjin and Hebei;Fifth,we should enforce the law coordinately and unify the environmental law enforcement standards;Sixth,we should cooperate with the judiciary to unify the environmental judicial standards of the three provinces and regions;Seventh,we should cooperate with law-abiding propaganda to jointly protect the atmospheric environment;Eighth,we should cooperatively strengthen the control of vehicle exhaust emissions;Ninth,we should cooperatively manage and control“small,scattered and dirty”enterprises and coal burning in rural areas;Tenth,we should cooperate to promote environmental information disclosure and public participation.
