中国共产党领导的东北人民革命军,在抗日义勇军失利后,在与义勇军余部联合作战中趋于认同。东北人民革命军第二军根据东满地区义勇军、山林队的特点,采取了灵活多变的政策与策略,以建立东满抗日联合军总指挥部的形式联合并团结义勇军,逐步使东满抗日义勇军接受党的领导。
