Research and Practice of Human-based Safety Construction in Petrochemical Enterprises Based on Risk Prevention and Control

基于人本安全原理的安全保护层模型,针对人本安全构建机制,全面开展以风险防控为中心,以人本安全为目标的石化企业安全管理建设研究。提出了"意识与技能+执行与监督+引导与考核"人本安全管理构建机制,并围绕该机制开展了"安全管理制度优化,岗位标准化操作,安全风险目视化"等现代优秀安全管理方法的研究与应用,达成了"制度易执行,行为易规范,风险易管控,业绩易考核,文化易感受"的人本安全管理目标,系统提升了石油化工企业人本安全管理的完整性、系统性、功能性。

Based on the safety protection layer model of human-based security principle,and aiming at the construction mechanism of human-based security,a comprehensive study on safety management construction of petrochemical enterprises is carried out with risk prevention and control as the center and human-based security as the goal.The construction mechanism of human-based safety management of"consciousness and skills+execution and supervision+guidance and assessment"is put forward.Around this mechanism,the research and application of modern excellent safety management method of"optimization of safety management system,standardization of post operation,visualization of safety risk"are carried out.The human-based safety management goal that the system is easy to implement,the behavior is easy to regulate,"the risk is easy to control,the performance is easy to assess,and the culture is easy to feel"has been achieved,which has systematically improved the integrity,systematicness and functionality of human-based safety management in petrochemical enterprises.
