摘要
舟山市大陆引水工程是解决舟山群岛新区水资源短缺的跨海引水工程,考虑到水资源需求的逐步增加和跨海引水工程技术和管径的限制,工程分为一、二、三期实施建设,其中三期工程已被列入国务院部署的172项节水供水重大水利工程。目前一期、二期工程已经建成通水,三期工程正在建设中。三期工程建成后,一期、二期和三期水量经调蓄水库调蓄后统一向舟山本岛及周边岛屿配水,因此将舟山市大陆引水一期、二期和三期工程作为整体,在满足一期、二期还贷要求的基础上,对三期工程的贷款能力进行测算。这种贷款能力测算方法从项目的整体角度出发,综合考虑工程投资运营主体的收益与负债,贴近实际,客观可行。
As a cross-sea diversion project to solve the water resource scarcity in Zhoushan Archipelago New Area,and considering the gradual increase in the demand for water resources and the restrictions on the technology and diameter of the cross-sea diversion project,Zhoushan Continental Diversion Project is divided into 3 stages of construction.The third construction phase has been included in the 172 Major Water-saving and Water Conservancy Projects deployed by the State Council.At present,the first and second phases of the project have been completed and in operation,and the third phase is under construction.After the completion of the third phase,the water of all three phases will be stored and regulated by the storage reservoir,and distributed uniformly to Zhoushan Island as well as its surrounding islands.Therefore,the three phases of projects will be regarded as a whole,and we will calculate the loan capability of the third phase on the basis of meeting the loan repayment requirements of the first and second phases.Based on the overall perspective of the project,the loan capacity calculation method considers the profits and liabilities of the main body of the project investment,so it is practical,objective and feasible.
