我国地方国家权力机关的宪法实施职责

The Duty of Local State Power Organs in the Enforcement of the Constitution

依法治国首先要依宪治国,地方治理首先也要依宪治理。地方国家权力机关是地方层面推进宪法实施的核心主体。当前地方国家权力机关的宪法实施存在主体性意识不足、权威不高、主动性不够、权利保障观念不强等问题。地方国家权力机关应在明确自身定位的基础上,主动承担宪法实施的职责,依法履行职权,完善自身组织和工作制度建设,发挥地方宪法实施核心主体的作用。

Ruling the country by Law is premised by ruling the country by constitution and local governance should be governed in accordance with the constitution.The local state power organs are responsible for executing and ensuring other organs'execution of the will of the state.They are also the representative organs for local public opinion,the state organs under the leadership of the Communist Party of China and the core body for promoting implementation of the constitution at the local level.At present,in the implementation of the constitution the local state power organs have some problems such as insufficient consciousness of subjectivity,low authority,insufficient initiative and weak concept of rights protection.On the basis of defining their own positions,local state power organs should take the initiative to assume the responsibility for the implementation of the constitution,perform their functions and powers according to law,improve their own organization and work system construction,and play their role as the core subject of the implementation of the local constitution.
