长江经济带寒冷地区冬季清洁取暖的思考——来自四川阿坝的调研报告

Thoughts on Clean Energy Heating in Winter in Cold Areas of the Yangtze River Economic Belt——Research Report from Sichuan Aba

根据对四川省阿坝藏族羌族自治州冬季清洁取暖情况的实地调研发现,阿坝州作为长江经济带的寒冷地区,冬季采暖是否作为基本民生保障的定位尚未明确,采暖技术路径不够清晰,当地丰富的可再生能源资源尚未充分利用,房屋保温隔热性能普遍较差,新上供暖项目资金缺口大。建议国家将长江经济带寒冷地区居民冬季采暖定位为基本民生保障,加强对地方政府选择适宜采暖技术的指导,强化建筑节能工作,做好电网建设和采暖电价保障。

Based on the survey on the situation of clean energy heating in Aba Tibetan and Qiang autonomous prefecture in Sichuan province, it finds that as the cold region along the Yangtze river economic belt, the positioning of winter heating in Aba has not yet clearly defined as the basic livelihood guarantee, the technology path of heating is also not specified, the local rich renewable energy resources has not been fully used for heating, the heat insulation performance of building is generally poor, and the funding gap on the new heating projects are big. Thus, we provide the suggestions of taking the heating in winter for residents in cold regions along the Yangtze river economic belt as the basic livelihood guarantee, strengthening the guidance for local governments to choose appropriate heating technology, stepping up the building energy work, improving the power grid system and ensuring the affordable electricity prices for the heating.
