京津冀煤炭开发利用研究

Research on the development and utilization of coal resources in Beijing city,Tianjin city and Hebei province

京津冀协同发展是十九大报告提出的国家重大发展战略,协同发展的顺利推进离不开煤炭能源保障,但随着协同发展的深入推进,对煤炭的开发利用提出了更高的要求。本文在总结京津冀煤炭资源现状的基础上,从总量、结构、环保、利用等角度展开了形势分析,得到如下结论:煤炭主要依靠晋陕蒙外部供给;能源结构低碳化转型降低了煤炭消费;大气污染防治加速了"降需"步伐;煤炭清洁高效利用日益重要。在此基础上,界定了其开发利用的关键问题仍是煤炭去产能,另外清洁能源补充不足也是短板。最后,提出了相关政策建议。

The coordinated development of Beijing city,Tianjin city and Hebei province is a major national development strategy put forward by the 19th National Congress of the Communist Party of China.The smooth progress of coordinated development is inseparable from the energy security of coal,but with the further development of coordinated development,the development and utilization of coal required higher requirements.On the basis of summarizing the current situation of coal resources,the authors analyze the situation from the aspects of total quantity,structure,environmental protection and utilization,and draw out follows conclusions:coal relies mainly on external supply from Shanxi province,Shaanxi province and Inner Mongolia;low-carbon transition of energy structure reduces coal consumption;prevention and control of atmospheric pollution accelerates the pace of “drop in demand”;the clean and efficient use of coal is increasingly important.Define the development and utilization of its key issues are that coal de-capacity is still the subject,and the lack of sufficient supplementary clean energy become short board.Finally,the relevant policy suggestions are put forward.
