优化科技社团发展法规政策环境的探讨

科技社团是国家创新体系的重要组成部分,推进世界一流科技社团建设有利于为我国科技发展提供有力支撑。但是当前我国科技社团发展的体制机制尚未理顺,相关法规政策体系还不完善,激励约束机制还存在不足,难以适应新时代发展与变革要求。该文在对多家学会进行广泛调研的基础上,总结分析了制约科技社团发展的法规政策问题,并从法律定位、管理体制、国际发展、财税优惠、人才培养等方面提出了相关建议。

Scientific and technological societies are an important part of the national innovation system. Promoting the construction of world-class scientific and technological societies is conducive to providing strong support for the development of science and technology in China. However, the current system for the development of scientific and technological societies in China have not been suitable, the relevant laws and policies are not perfect, and the incentive and restraint mechanism is inadequate, which makes it difficult to meet the requirements of the development and change of the new era. On the basis of extensive investigation, this paper summarizes and analyses the bottlenecks of laws, regulations and policies that restrict the development of scientific and technological societies, and puts forward relevant suggestions from the aspects of legal positioning, management system, international development, preferential fiscal , taxation policies, personnel training,and so on.
