Problems and Countermeasure in the Construction of Forest Public Security

森林公安是国家林业部门和公安机关的重要组成部分,兼有行政和刑事执法职能的部门,随着近年来我国行政机构的优化,森林公安的专业化建设呈现出新的问题。通过分析森林公安建设存在行政执法不独立、隶属关系不科学、警务保障不到位等问题,提出了森林公安明确执法主体地位、实行省级垂直管理体制、创新后勤保障工作机制等发展建议,从而构筑指挥畅通、内容规范、工作高效、保障有力的整体格局,推动森林公安建设全面发展。

Forest public security is an important part of national forestry department and public security organ,and it has both administrative and criminal law enforcement functions.The professional construction of forest public security presents new problems with the optimization of our administrative organs in recent years.Based on the analysis of the problems existing in the construction of forest public security,such as the lack of independence of administrative law enforcement,unscientific subordinate relationship and inadequate police support,this paper puts forward some suggestions for the development of forest public security,such as clarifying the main position of law enforcement,implementing provincial vertical management system and innovating the working mechanism of logistics support,so as to build a smooth command,standardized content,high efficiency and strong security of the overall pattern,to promote the comprehensive development of forest public security construction.
