香格里拉普达措国家公园的发展状况及生态补偿机制

Development Status and Ecological Compensation Mechanism of Shangri-La Pudacuo National Park

通过对普达措国家公园建成十年来的运行状况进行分析,重点探讨了以旅游反哺社区和适当保留传统农牧业生产来解决生态环境和原住民生活的生态补偿模式,发现补偿模式仍以经济补偿为主,存在较多问题,并从企业参与国家公园建设、国家公园保留原住民社区、改变生态补偿模式、强化国家公园管理局的定位以及制定民族生态服务补偿条例五个方面进行讨论,为解决我国国家公园建设、运行、管理方面存在的问题提供参考。

Based on the analysis of 10 years of exploration and practice of the Pudacuo National Park,this study focuses on the ecological compensation mode that combines tourism back-deeding community and retain of appropriate portion of traditional farming and animal husbandry production for the community.The findings indicated that the compensation mode is still mainly based on economic compensation,and there exist many problems.It also discusses 5 aspects including enterprises participate in the construction of national parks,retention aboriginal communities,changing the mode of ecological compensation,strengthening the positioning of National Park Service,and formulating regulations of compensation for national ecological services.It provides us with lessons and experiences on ecological compensation in the construction of national park system.
