Case study of special water bonds issuance by local governments and relevant measures

发行地方政府水利专项债券已逐渐成为水利建设项目筹资的一种新渠道。以全国首只地方政府水利专项债券——珠三角水资源配置工程专项债券为案例,从发行流程、资金偿还、职责分工、风险控制四个方面深入分析地方政府水利专项债券的成功实践,总结其做法经验,梳理目前地方政府水利专项债券发行过程中存在的问题,对加快发展地方政府水利专项债券提出相关对策建议,为水利重点领域的合理融资需求提供资金保障。

Special bonds issuance by local government has become one of the new channels for fund raising for water project construction. Taking the first special bonds for water allocation in Pearl River Delta as an example, successful experiences drawn from practices of local governments are summarized from four aspects of issuance process, payback, function division and risk control. Suggestions are made based on evaluation of existed problems, in order to safeguard financial support and satisfy investment needs of major water projects.
