澜湄水资源公平合理利用路径探析

Approaches to the equitable and reasonable utilization of the water resources of the Lancang-Mekong River

当前,澜湄水资源合作正处于确立合作项目与建立合作机制的关键时期。机遇与挑战并存。如何将区域争议点转化为区域合作亮点,最大限度地协调沿岸国水利益,统筹各方水需求,形成符合澜湄流域实际的合作机制,促成"水命运共同体"建设,确保流域的可持续发展,是开展水资源合作必须思考的问题。文章回顾了我国推动澜湄水资源合作的发展历程。针对问题提出了以公平合理利用原则为切入点,深化澜湄水资源合作的建议。

Nowadays, the cooperation in water resources of the Lancang-Mekong River is at a critical period when the cooperation projects are being created and its mechanism is being established, in which the opportunities and challenges exist side by side. During this period, a series of issues in relation to improving such cooperation await solutions, which include how to make a controversy a cooperation highlight, how to maximally coordinate the water-related interests of the countries involved, how to make a general estimate of their water demand and how to establish a cooperation mechanism consistent with the reality of the Lancang-Mekong River Basin so that it can contribute to the construction of “a water-based community with shared future” to ensure the sustainable development there. This paper reviews the development history of the cooperation in water resources in this region promoted by China. It finally proposes some suggestions on solving relevant issues and to further the cooperation in the water resources in this region from the perspective of equitable and reasonable utilization.
