摘要
随着公众对政府提供和改善民生服务的需求日益增加,公共产品在政府治理绩效中的占比不断加大,并在深层次驱动着国家治理体系的变革。伴随着政府职能转变与机构改革,政府将核心职能之外的许多民生服务逐渐外包,并开始扩大向社会组织购买公共服务的规模和力度。国家改变了以往"宏观鼓励、微观限制"的操作逻辑,选择在宏观和中观政策上为服务类社会组织发展提供更为系统性的强支持方案,并将其纳入整个国家治理体系的框架当中,使其成为有机联动的部分。实践中的具体官僚国家运行机制限制了整体性国家规划的预期效果,社会组织与政府间的关系从原来的分散化依附转向属地化依附状态。
With the increasing public demand for more and high quality public service, the provision of public goods bears more importance in evaluating the government performance,and has made bigger impact on the reform of governance system.Along with the transformation of government funct ions and institutional refo rm, more public service has been outsourced to NPOs.In order to cultivate more service-oriented NPOs to accomplish the mission, the state has lifted its previous tight control and provided with strong support at both macro-level and middle-level, which has been integrated into the governance innovation scheme.However, the bureaucratic logic and its structure compromised the state’s pursuit in practice, leading the fragmented dependence between state and NPOs to a new status of localized dependence.
