社区是各种利益的交织点、各种矛盾的汇聚点、各类人群的落脚点,做好社区治理工作是完善社会治理的基础和攻坚克难的关键点。随着经济社会的快速发展和全面深化改革的不断推进,社区环境发生了深刻变化,社区承接了越来越多的社会管理职能。面对日益复杂化的社区环境,日趋多样化的利益诉求,传统粗犷的行政管理类社区治理模式已力不从心、难以为继,新时代呼唤社区治理新模式。构建以社区党组织为治理核心,以社区自治为前提,政府、社区组织、企业、居民等多方交流、多元参与的"一核多元"社区治理模式。明确"一核多元"各自主体职责,政府部门明确自身职责不越位,居委会要认清自身性质不错位,社会组织发挥自身作用不缺位;建立议事平台,拓展参与渠道;推进协调联动,汇聚治理合力。

The community is the intersection of all kinds of interests, all kinds of contradictory convergence points, and the foothold of all kinds of people.Good community governance is the key to perfecting social governance and solving key problems.With the rapid development of economic society and continuous deepening the reform in an all-round way, the community environment has also undergone profound changes.The community has been assuming more and more social management functions.In the face of increasingly complicated community environment and increasingly diversified interest demands,the traditional rough management model of community-based administration has been unable to sustain and continue to perform its duty.The new era calls for a new model of community governance.It is necessary to build a community governance model in which the community party organization is the core;community self-government is the prerequisite;governments,community organizations, enterprises and residents play their role of respective subject responsibilities through systematic theoretical research concerning China’s national condition and development reality, establishing a platform and participation channels for discussion and promoting coordination linkage and joint efforts in governance.
