从污染贸易条件看京津冀一体化污染控制对策

On integrated pollution control policy in Beijing-Tianjin-Hebei region based on Pollution Terms of Trade

通过计算京津冀地区各行业的污染贸易条件值,分析了京津冀地区贸易对三地各行业污染排放量的影响及特点。结果显示:从污染贸易条件来看,河北各行业在京津冀地区处于较为明显的劣势地位,这是河北在京津冀地区贸易中处于对自身污染减排不利地位的重要原因。京津冀地区在实现地区一体化污染控制的过程中,不能忽视地区间污染贸易条件失衡对地区污染减排和环境发展带来的负面影响,在发展地区贸易的同时应考虑三地污染贸易条件的优劣并采取有针对性的对策。

The values of Pollution Terms of Trade by industry in Beijing-Tianjin-Hebei Region have been calculated in this paper,and the impacts of trade in Beijing-Tianjin-Hebei Region on pollution emission of different industry of each region have been analyzed in this paper.The values of Pollution Terms of Trade indicated that every industry of Hebei Province had been at a disadvantage in the trade of Beijing-Tianjin-Hebei Region,which is an important reason that inter-provincial trade in Beijing-Tianjin-Hebei Region brought negative impacts on pollution mitigation of Hebei Province.During the process of integrated pollution control in Beijing-Tianjin-Hebei Region,the negative impacts of unbalanced Pollution Terms of Trade should not be ignored,and advantages and disadvantages of different regions in Pollution Terms of Trade should be identified and targeted measures should be adopted.
