黑龙江省低收入人群医疗救助实施效果分析

Effect Analysis on Medical Assistance of Low-income Group in Heilongjiang Province

目的了解黑龙江省低收入人群医疗救助政策实施效果,分析医疗救助政策实施过程中存在的问题,以期为医疗救助政策更好地实施提供一定的参考。方法采用分层整群抽样的方法,随机抽取低收入人群800人进行问卷调查。结果低收入群的健康状况一般,患病率较高;低收入人群的就医负担较重,低收入患者自付费用占总医疗费用的22.39%;低收入人群医疗救助知晓率和满意度有待进一步提升。结论医疗救助程序有待进一步简化,多数市、县没有承担医疗救助的支出职责,异地就医的医疗救助结算程序繁琐、耗时较长,低收入人群的健康观念有待转变。建议:加强医疗救助的信息化建设,强化地方政府的医疗救助资金支付职责,进一步加大政策宣传力度。

OBJECTIVE To understand the implementation effect of medical assistance of low-income group,and to analyze the existing problems in order to provide certain references for the better implementation of medical assistance policy.METHODS Using stratified cluster sampling method to conduct the questionnaires on the randomly selecting 800 low-income persons.RESULTS Health situation of lowincome group wasgeneral with high prevalence rate.The burden of low-income group was relatively heavy,self-payment of low-income group accounted 22.39% of total medical expense.The awareness rate and satisfaction degree of this group needed further promotion.CONCLUSION Procedure of medical assistance neededbe further simplified.Most cities and counties did not undertake the disbursement responsibility of medical assistance.The settlement procedures of hospitalization in other places were tedious and of long time-consuming.Health concept of low-income group needed to be transferred.It was suggested to strengthen medical assistance information construction,intensify local government medical assistance capacity fund payment responsibility and increase the publicity of policies,etc.
