道德能力:党员领导干部执政能力的主体提升

Moral Ability: the Subjectivity Improvement of Governing Ability for Leading Cadres of Party Members

全面从严治党不仅要强化法规制度建设的"刚性约束",更要强化党员领导干部道德能力的"软性提升"。基于是非感的道德判断力、基于正义感的道德选择力、基于善恶感的道德自制力、基于责任感的道德实践力是党员领导干部道德能力的基本构成。提升党员领导干部的道德能力旨在实现制度补益、个体提高、群体提升。提升党员领导干部的道德能力,既要加强政治制度伦理建设以提供"制度依赖",又要强化官员道德教育以进行"主体浇灌",还要建立道德行为纠偏机制以实施"外科矫正"。

To comprehensively strengthen Party discipline should not only strengthen the“rigid constraint”of the construction of laws and regulations,but also strengthen the“soft enhancement”of the moral ability of party members and leading cadres.The moral judgment based on the sense of right and wrong,the moral choice based on the sense of justice,the moral self-control based on the sense of good and evil,and the moral practice based on the sense of responsibility are the basic components of the moral ability of party members and leading cadres.The purpose of improving the moral ability of party members and leading cadres is to realize system benefits,individual improvement and group improvement.To enhance the moral ability of party members and leading cadres,we should not only strengthen the construction of political system ethics to provide“institutional dependence”,but also strengthen the moral education of officials to“irritate the subject”,and establish the mechanism of moral behavior correction to implement“surgical correction”.
