基于整体性治理的京津冀养老服务协同发展路径研究

On Coordinated Development Path of Elderly Care Services in Beijing-Tianjin-Hebei Region Based on Holistic Governance

养老问题不仅是民生问题,而且是重要的经济问题、政治问题、社会问题、文化问题,需要政府和相关社会主体统筹应对。京津冀养老服务基于一个整体框架下协同发展,从缓解大城市养老压力和为公民提供更优质的养老服务两方面考虑,协同优化三地养老服务供给。整体性治理的根本目的是通过不同地区、政府部门以及公私部门之间的协调整合,实现资源优势互补,从而提供满足公民生活需求的高效公共服务。基于整体性治理理论,加快京津冀地区养老服务协同发展的步伐,打破政策性壁垒、破除地区本位主义、促进公私合作、实现资源共享是破解京津冀养老服务协同困境的必然选择。

The issue of old-age pension is not only a question of people’s livelihood,but also an important economic,political,social and cultural issue,which requires a coordinated response from the government and relevant social actors.The Beijing-Tianjin-Hebei elderly care service must be developed in a coordinated manner under an overall framework.From the two aspects of alleviating the burden of elderly care in large cities and providing citizens with better services,we must coordinate and optimize the supply of elderly care services in the three places.The fundamental purpose of holistic governance is to achieve the complimentary resources through coordination and integration between different regions,government departments,and public and private sectors,so as to provide efficient public services that meet the needs of citizens lives.Based on the theory of integral governance,it is an inevitable choice to speed up the coordinated development of old-age services in the Beijing-Tianjin-Hebei region,break down policy barriers,break down regional standpoints,promote public-private cooperation,and realize resource sharing.
