国家治理体制改革中党委、政府与社会的结构性定位——基于南京市淮海路街道改革的经验研究

The Structural position of the Party Committee, the Government and the Society in the State Governance——Empirical Apocalypse Based on the Case of Institutional Reform in Huaihai Road

党委、政府与社会在国家治理结构中的定位,是指在治理体系结构中的组织定位和在治理能力结构中的职能定位。不同主体都有基本的组织形式与职能,党委是联系各方成为统一体系的组织枢纽,履行领导各方的政治职能;政府是贯彻党的路线方针政策的国家行政机构,履行配置公共资源、管理公共事务的行政职能;社会是提供多样性服务的自主成员,履行协同党委政府开展治理活动的职能。国家治理体制改革就是要设定组织与职能建设的新规范,优化治理结构,有效推进国家治理体系和治理能力的现代化建设。

The structural orientation of the Party committee, the government and the society in the national governance refers to the organization orientation in the governance system structure and the function orientation in the governance capability structure. Different subjects have their basic organizational forms and functional tasks. The Party committee is the organizational hub to contact all parties to become a unified system and perform the political functions. The government is the state administrative agency that implements the Party’s line principles and policies, and performs the administrative functions of allocating public resources and managing public affairs. The society is an autonomous member that provides diversity services and performs the function of carrying out governance activities in coordination with party committees and governments. The reform of national governance system is to set up new norms of organization and function, optimize the specific forms of governance structure, and effectively promote the modernization of national governance system and governance capacity.
