农村土地制度改革是落实乡村振兴战略,促进城乡融合发展的重要举措。土地是农村最主要的资源,也是农民赖以生存的资产。对于农业大省吉林省来说,加快农村土地流转进程是解放农村劳动力、提高农村土地利用效率的助推器,将成为吉林省经济的增长点。农村土地有序流转离不开金融市场,金融体系应发挥引导建立新型农业规模化经营环境的重要作用,切实满足现代化农业产业资金需求,推动农村土地流转的市场化进程。

The reform of rural land system is an important measure to implement the strategy of Rural Revitalization and promote the integration of urban and rural development. Land is the most important resource in the countryside, and also the assets on which farmers depend for their survival. For Jilin Province, a major agricultural province, accelerating the process of rural land transfer is the booster to liberate rural labor force and improve the efficiency of rural land use, and will become the economic growth point of Jilin Province. The orderly transfer of rural land can not be separated from the financial market. The financial system should play an important role in guiding the establishment of a new agricultural scale management environment, effectively meet the capital needs of modern agricultural industry, and promote the marketization process of rural land transfer.
