权力需要监督,监督权更需要本体监督和异体监督。以监督权的理论内涵为切入点,分析监督权在整个国家权力体系中的地位和作用;以警务督察部门为研究对象,指出对其进行绩效评价实质上是对监督权进行制约和监督,从而分析了绩效评价的必要性和现实困境,并由此提出了对警务督察部门构建绩效评价体系的具体措施,即公众满意度调查研究分析和公安系统内部绩效评价研究,使得警务督察部门的成果量化考评,在一定程度上遏制了国家权力体系的失衡。

Power needs supervision and supervisory power also requires ontology supervision and xenogenous supervision.Taking the theoretical connotation of supervision power as the starting point,the article analyzes the status and role of supervision power in the entire state power system;taking the police inspector department as the research object,it points out that the performance appraisal is essentially the restriction and supervision to the supervisory power and thus analyzes the necessity of the performance appraisal and the realistic dilemma,and puts forward the specific measures for constructing performance appraisal system of the police inspector department,that is,public satisfaction survey and analysis,and performance appraisal research in the internal public security system,which makes the performance appraisal of policing supervision departments quantitatively and contains the imbalance of the state power system to a certain extent.
