破解深度贫困人口精神贫困代际传递的路径研究——基于贫困代际传递理论的视角

Research on the Path of Intergenerational Transmission of Spiritual Poverty for the Severely Stricken Poverty Population: Based on the Theory of Intergenerational Transmission of Poverty

在脱贫攻坚工作中,贫困代际传递作为脱贫的内在"抵抗力量",是打赢脱贫攻坚战最难攻克的堡垒,其中深度贫困人口的精神贫困代际传递是阻碍脱贫的内在要素。在脱贫攻坚拔寨时期,精神脱贫也是脱贫工作的关键环节。而精神贫困的代际传递性要求必须阻断精神贫困的代际传递。基于贫困代际传递理论的视角,剖析深度贫困人口的精神贫困代际传递的根源,探究其存在的原因,发现精神贫困代际传递受"老少山穷"情况、教育领域长期处于短板、公共文化服务深度滞后、政策待遇差异大等因素影响,并以此提出破解深度贫困人口精神贫困代际传递的路径选择,进而实现防止返贫和截断精神贫困代际传递的双重目的。

Intergenerational transmission of poverty,as the internal"resistant force"of poverty alleviation,is the most difficult part in the fight against poverty.Intergenerational transmission of spiritual poverty among the deeply impoverished is the intrinsic factor hindering poverty alleviation.Spiritual poverty alleviation is also a key issue in poverty alleviation to be addressed.Based on the theory of intergenerational transmission of poverty,this paper concludes the causes of intergenerational transmission of spiritual poverty among the deeply impoverished population as follows:older generation’s spiritual influence,the long-term shortage of education,the lack of public cultural services,and the great differences in policy support.In order to address these issues,suggestions are provided to stop the intergenerational transmission of spiritual poverty.
