The Logical Mechanism and Practical Experience of Financial Support for Inclusive Finance Development

较高的运营成本和较低的资金使用效率是制约普惠金融商业可持续发展的根本原因。本文基于财务成本视角梳理了财政支持普惠金融发展的逻辑机理,分析降低财政支持普惠金融财务成本的路径选择,提出了财政支持普惠金融发展既要考虑资本收益率的外在约束,又要把握好政策措施的时间逻辑与空间结构等政策建议。

Higher Financial cost and lower capital use efficiency are the fundamental reasons that restrict the sustainable development of inclusive finance.Based on the perspective of financial cost,this paper sorts out the logical mechanism of financial support for the development of inclusive finance,and analyzes the practical experience of inclusive finance development in Qinghai province.The main conclusions are follows:Financial support for inclusive finance development should not only considers the return on capital as external constraints,but also grasps the temporal logic and space structure of policy implementation.It should optimize the policies and measures based on dynamic factors such as the stage of development,the size of the financial resources,and cost structure.Instead of carrying out long-term stimulation on the demand side,it should promote organization innovation,technical progress and the development of productive financial services on the supply side.
