辽宁省现代职业教育体系建设的政策进展

Policy Progress of Modern Vocational Education System in Liaoning Province

2015年以来,辽宁省为建设现代职业教育体系出台了一系列政策和制度。分析这些政策制度,发现辽宁省在招生考试制度改革、创新人才培养、深化校企合作、职业院校教师素质提升、高职院校内部质量保证体系建设和国际交流合作六个方面取得政策制度建设的有效进展。但制度设计上尚存在不足,未来辽宁省应在高职院校人事制度改革、高职教师资格标准制定、提升职业院校社会服务能力和加强职业教育国际交流与合作三个方面加强制度设计并提出政策保障。

Since 2015,Liaoning Province has introduced a series of policy systems for the construction of modern vocational education system.The analysis of these policy systems finds that Liaoning Province has achieved effective development in policy system construction from the six aspects of enrollment examination system reform,innovative talent training,deepening school-enterprise cooperation,quality improvement of vocational college teachers,internal quality assurance system construction of higher vocational colleges,and international exchange and cooperation.However,there are still shortcomings in the design of the system.In the future,Liaoning Province should strengthen the system design from three aspects of personnel system reform,higher vocational teacher qualification standard setting,improving the social service ability of vocational colleges and strengthening international exchange and cooperation of vocational education and put forward policy guarantee.
