青海建设公路品质工程的对策探讨

Discussion on the Countermeasure of Highway Quality Engineering Construction in Qinghai Province

十九大提出建设"交通强国",实现创新、协调、绿色、开放、共享地发展。交通运输部创造性地提出了推进"品质工程",以打破国内交通工程建设的固化状态,从内在质地和外在品味上系统地提升工程品质和管理机制,全面激发创新活力和发展动力。品质工程创建是一项系统性工作,结合当前青海省公路工程建设实际现状,完善配套制度、形成长效机制。本文基于青海省公路建设规划和城市文化特征,深入融合研究公路品质工程的实现路径,从技术和管理两方面提出品质提升策略。同时结合省级品质工程创建的可持续性要求,从管理层面上研究省级品质工程长效化管理机制,提出符合青海省公路品质工程创建的发展模式。

The 19 th National Congress proposed to build a"transportation power"to achieve innovation,coordination,green,open and shared development.The Ministry of Transport has creatively proposed to promote"quality engineering"to break the solid state of domestic traffic engineering construction,systematically improve engineering quality and management mechanism from internal texture and external taste,and fully stimulate innovation vitality and development momentum.The creation of quality engineering is a systematic work.Combining the current actual situation of highway engineering construction in Qinghai Province,we will improve the supporting system and form a long-term mechanism.Based on the highway construction planning and urban cultural characteristics of Qinghai Province,this paper deeply studies the realization path of highway quality engineering,proposes quality improvement strategies from both technical and management aspects,and compiles the creation guidelines.At the same time,combined with the sustainability requirements of provincial quality engineering creation,we will study the long-term management mechanism of provincial quality engineering from the management level and compile the corresponding system,and put forward the development mode that accords with Qinghai province highway quality project.
