Thoughts on Strengthening the Supervision of Medical Insurance Fund and Combating Fraud

加强医保基金监管,既要认清医保基金收支压力加大、骗保手段变化、监管体系不完善等挑战,增强紧迫感和责任感;也需看到政治决心提供保障、体制改革整合资源、医疗保障事业发展、社会意识逐渐形成等机遇,增强自信心和使命感。同时,分析和处理好治标与治本、严打与引导、内力与外力、继承与创新等几个基本关系。

To strengthen the supervision of medical insurance funds, we should not only recognize the challenges such as increasing pressure on the revenue and expenditure of medical insurance funds, changing means of fraud insurance, imperfect supervision system, and enhance the sense of urgency and responsibility, but also see opportunities such as political determination to provide security, system reform and integration of resources, development of medical insurance undertakings, and gradual formation of social awareness, so as to enhance selfconfi dence and sense of mission. At the same time, we should analyze and deal with the basic relationships between the symptoms and the root causes, striking and guiding, internal and external forces, inheritance and innovation.
