摘要 全球能源互联网(GEI)是一项史无前例、错综复杂的巨系统和大工程,为有效指导GEI研究和建设,亟须开展相关标准体系的建设工作。科学有效的标准化方法是开展GEI标准体系建设工作的基础和保障。从GEI标准体系建设需求入手,提出了标准体系与综合标准化纵横结合,采用自制定与超前标准化局部补充的GEI标准化方法,为GEI标准体系建设工作提供了有效的方法约束。通过分析影响GEI标准化系统质量水平的各项因素,建立了一套标准化系统综合评价指标体系,依据该评价指标体系提出了基于信息熵的标准化系统质量水平综合评价方法,并通过简化算例进行验证,为定量分析和评价标准化系统质量水平提供了科学有效的手段。 The global energy interconnection(GEI)is an unprecedented and complicated system and large-scale project.In order to effectively guide the research and construction of GEI,it is needed to carry out relevant work on the construction of the standard system.Scientific and effective standardization method is the basis and guarantee for the construction of the GEI standard system.According to the requirements of the GEI standard system,this paper proposes a new method which combined standard system and integrated standardization together,and adopts self-development and advanced standardization as supplement.This new standardization method provides a scientific and effective constraints for the construction of the GEI standard system.Through analyzing various influence factors affecting the GEI standardization quality,a set of standardized system comprehensive evaluation index system is established.Based on the evaluation index system,a comprehensive evaluation method for the quality level of standardized systems based on information entropy is proposed.This assessment method has also been proved through a simplified example in this paper,which provides a scientific and effective means for quantitative analysis and evaluation of the quality level of standardized systems.
